An anonymous source leaked to the Millanian press yesterday that top Elysiumite government officials are plotting to exercise control over their allies by coercing them to join an organization aptly named 'Vox Populi,’ latin for voice of the populous.
Elysium is a regional power primarily situated in the US state of South Carolina, and an observer state of the GUM.

The document, classified at the level OSM-1, the top level of classification in Elysium, contains their master plan – to masquerade their so-called alliance as a democratic way to bring the community together. But, once members join, they are cheated into the fold, intertwining their legal systems with that of Vox Populi, and being given a narrow legal pathway to leave the organization.
At this point, Elysium itself steps in, using soft diplomatic strategies to force reformation of the victim state, causing it to become so tightly politically bound to Elysium that it may as well join their empire.
According to the IAMC (Intelligence Agency of the Millanian Commonwealth), this strategy has been seen before, although not at such a scale, in Arkovia. During the Arkovia scandals, it was leaked that an Arkovian government-sponsored ploy was taking place; aimed to coerce new and underdeveloped states into being absorbed into their state, often through scandalous means – not unlike Elysium. The IAMC has denied that it, nor its counterparts are the source of the leaks.
